Introducing Energy inside building regulations and urban plans

City energy planning implies the introduction of the energy dimension inside building regulations and urban plans.

Each energy plan is set on a preliminary document providing:
– a baseline inventory depicting the current framework of energy consumption and production data,
– an assessment of the potential for renewables development
– energy scenarios describing how the energy demand may vary in the future according to variables such as economic growth, population, urban development.

According to this preliminary document, the Action Plan will define those activities and measures to be set up in order to achieve the targets, together with a proper time frame and assigned responsibilities.

Minimum energy requirements on buildings
According to European Directive 2002/91/CE, the Emilia-Romagna regional law n.156/2008 has introduced minimum energy requirements for buildings which all municipalities should conform to or can improve. At local level the operational tool which can be used to control and improve the energy performance of buildings is the local building regulation document.

Covenant of Mayors
The Covenant of Mayors is the first initiative worked out by the European Commission to directly involve local governments and citizens in the fight against global warming. Covenant of Mayors Signatories aim to meet and even exceed the EU 20% CO2 emissions reduction target by 2020 through the implementation of a Sustainable Energy Action Plan (SEAP), addressing energy efficiency and the use of local renewable energy sources. In order to meet their target, signatories
commit to a series of steps:

  • Elaborating a Baseline Emission Inventory (BEI)
  • Submitting their SEAP along with the key results of their BEI within one year of their official adhesion. The SEAP, elaborated in close collaboration with local stakeholders and citizens and approved by the municipal council, outlines the actions foreseen.
  • Monitoring and reporting on the SEAP implementation every two years after its submission.

AESS role
AESS provides technical support to towns in developing their Energy Plan or SEAP, upgrading their building regulations, planning new urban districts, controlling compliance on building documents.
